Dr. Patricia Boshe is a leading voice in Africa’s data privacy and digital regulation landscape. She is the Co-Founder and Co-Director of the African Law and Technology Institute (AFRILTI) and serves as a Senior Researcher at the Research Centre for Law and Digitalisation at the University of Passau in Germany. She also holds a key position as Senior Expert on International Digital Cooperation at the European Commission, where she focuses on data protection and cross-border data flows in Africa.

With a deep academic grounding, Dr. Boshe holds a Doctor of Laws from the University of Passau and previously lectured at the Open University of Tanzania. Her work bridges the intersection of law, technology, and society, and she has played a significant role in shaping data protection legal reforms across Africa.

A prolific writer and thought leader, Dr. Boshe is the author of “Data Protection in the Global Context: Africa, EU, and the U.S.” and has contributed extensively to academic discourse on regulatory models, policy design, and the evaluation of data protection regimes in Africa. She has spoken at several high-level conferences including the Privacy and Data Protection in Africa Conference and the Law and ICT Seminar.
